Best advice on this is to precisely work through the example from the manual, step by step, reading all the pertinent info. No lie, It can be a tricky workflow with overwriting of the control points easily. Also easy is to make a mistake and not fully select & edit to delete the mistake point number. extra points get added, numbers get out of sequence, etc. Go slowly with a handful of points at a time. I find best practices are to add a few points to the image, save the Control Points then immediately rename those two layers (points+table) to reflect the unprojected image. Then when adding matching points to the reference map do a ssimilar process to save and rename that component. Things become a little easier if the image is added to the map especially if they are in similar projections.
