I am using Manifold release 9.0.174.0 and cannot for the life of me figure out how to get the virtual layer to appear. Can anyone help me with that - or direct me to the right tutorial I might be missing?

Step one, upgrade to 9.0.181 version. This will get you up to todays expectation of soon to be released new version. Available at https://manifold.net/updates/download_9.shtml
It is and always has been better to keep updated to the current stable release. The Manual reflects as current a change as possible. v9.0.178.6 introduced much of the virtual layers such as legends, grid, etc.

Hello - My Manifold is now updated - but I still cannot see the virtual layers (N Arrow, Scale bar & Grid) appearing in my layers pane. Any other suggestions?

What, exactly, are you doing? For example, are you opening a map, a drawing, or an image? What, exactly, does your Help - About dialog say about your installation?
I think in M9, currently you can only access scale bar / N arrow etc in a Layout component, not in Map, Drawing or Image components. In M8 you can.
I have a single drawing, single image, and map windows all open in M9. The so called virtual layers are present in all components. That's with View/panes/layers on. (Ctrl + 3) for the shortcut.
Yes, they're available in all of the "map" style components (maps, drawings, images). Respectfully suggest a reread of the topics for those, starting with the Layers pane topic and then the various specific topics such as the North Arrows topic. Useful illustrations in those, as well.
