I've been asked to supply circles to mostly cover each state. Areas of overlap or uncovered are not a big concern. Just that most of the state be covered. The attached image is a crude approximation of what I would like to do. Does any body have any ideas? Is there a dataset that already exists? Or can anybody supply clues on how to, short of using the circle tool as I have done.

Radian has a transform named 'Enclosing Circle', it computes the minimum enclosing circle for each object. If for some states the produced circles appear too big (I don't know the criteria, maybe it's just by eye), split them into multiple parts before the transform.

Same for Manifold 8.

I started with enclosing circles. The results were less than stellar. I'll work on the splitting bit. Thanks.
