This seems like an embarrassingly simple request but I have no shame in my newbie knowledge.

I have two separate lines I would to join to be one line.

I have tried placing the ends I wish to join to be very very close and then selecting and Applying the Join Lines transform.

But nothing seems to happen.

It seems so basic, I must be missing something obvious.

The ends of the lines are farther apart than the drawing tolerance and need to be moved closer before Join Lines will work. Try the following:

1. Turn on Snap to lines in the snapping toolbar.

2. Hold down CTRL and ALT together and click on one of the lines close to where you wish them to join. A grey square will appear at the end of the clicked line.

3. Release CTRL-ALT and left click, hold on the grey square, dragging it towards the place you wish the lines to join. When it gets close enough it should snap to the other line.

4. Now run Join Lines and you should have one line.

Thanks danb, the Snap to Lines is the step I was missing. All good now.
